incomplete neighbor list

Why my neighbor list is incomplete?
I have 608 neighbors but I find only 400 (more or less) in my list!
Is there a limit?

Could it be that the inactive neighbors who have not upgraded DS are cut from the list?
And if that were true, how do I delete them?

I learned from a trusted neighbor that there is a limit to the list of neighbors.
