No seeds and fertilizer?

I have been getting low to no drops of fertilizer on my cows and sheep. Like one bag for every 20 animals it's crazy. And I have seven conservatories and I'm only getting drops from the level five ones. Anyone else having this it's just odd my seeds filled up in an hour after I emptied them growing big seeds now nothing same with the fertilizor

My best source are Conservatory. As for animals, use Back Sheep or Royal cows.
