Chair Won't Unlock

I'm doing "Sovereign Seating" and it wants me to buy the Palace Pillows. The seats are locked, I finished the other parts of the goal. The goal isn't over; it still has 17 days.

Did you finish the Dignified Decor goal? Remember it has 2 goals and each is needed to unlock the other. Hopefully it's something simple and not a glitch.

For Dignified Decor, you have to purchase counters, Arabian moon hanging decorations, AND ask 5 NBRS for gold dust. Until you get the dust back, it won't unlock.
