Unlocking the Jousting Arena

I am working on the Troll Tribe Questline. I have gotten to Part 4 - Battle with Vulzal, however, I can't access the jousting arena. It is still locked in the buildings section of the market. I obviously have missed something to trigger the unlocking. I am at level 30 and have already done the parts where I fight the other two trolls...sorry, I don't remember their names but Vulzal is the last one I need to collect the jewel from. I have looked through several threads trying to find the answer for this with no success. Could someone tell me what I need to do to unlock the jousting arena? Thank you.

Thank you. That did help. The "waiting for others' has been there for so long in my goals list, I tend to not even notice it anymore. I guess I continue to 'wait for others' before I get on with either of the quests.
