Tickets for Quests - No tickets???

Are there certain quests that give tickets or should they all give tickets? I have not received any tickets for quests for mapping, crop hunting, or searching for gold.

There is one Special Ticket quest for Fire dragon .
Only this quest provides you 4 Tickets after 4 hours .
