Can I post a message to somebody that isn't my neighbor, and doesn't show up when I go to community?

Can I post a message to somebody that isn't my neighbor, and doesn't show up when I go to community?

You can only post on a wall, if they are in your neighbors list or already on you wall, if you see them on the community board or someones wall.
There is no way to look up someone up.
