ETA: Dragons are 350 gems in the market, OR 180 if you buy the egg and the glowy ball thing directly through the magic forge and wait for him to incubate. (^_^)

There is a lot of discussion about this in the pyre caverns event thread, but if you don't have dragon scales (which lots of us don't) and you have 8 gems to spare, you can get an armor for 8 gems, and then go on an adventure, and if you are lucky, the adventure will drop one or two dragon scales, so you will be able to go on another adventure!

Which adventure drops dragon scales?

That answer was during the event and the adventure in question was specific to the event. I don't recall any other adventures dropping dragon scales but could be wrong. ;)

For drops, please refer to the Inventory Guide (link below). Scales currently come from Dragons, or if you bought the Dragon Bones item when it was in the Barons Tent.
