Neighbor "Remove" feature not working to dispense with useless neighbors!

Why when I click on edit in my neighbor list and the remove buttons come up, the useless neighbor won't go away? I click on the remove button.. and is goes to "processing", but never removes the useless neighbor. And this neighbor never leaves comments so I have been unable to attempt the "block" feature I have seen described in other forums. I am also having the same problem in "Farm Story"... please help!!

If this neighbor is Stormie- He cannot be removed. He is generated neighbor provided by Team Lava.
