I see a cosmic habitat that says "new" in the market, does that mean that cosmic is breed able again??

Yes, all three cosmic dragons are back again. Purple/yellow for cosmic.

Yes!! I just got another Cosmic, and now it looks like I'm breeding Eclipse (16 hours)!! My Cosmic has been lonely for soooo long, and now it will have some friends. :)
