How do I unlock this Garden with a Rainbow over it?

Hi all...I am a newbie, level 18 and I just expanded to this area that has a little garden with a rainbow over it...but all that is happening is that a question mark appeared over it, but when I click on it, nothing happens :(. Any ideas on what I need to do to accedd this feature?
