Yep, the limit is at 2. Once you buy both of them, it will disappear from your building buy menu.

pity the other resource buildings don't disappear when we are at the limit, then instead of trying to buy another sawmill once a week to see if the limit has been increased we just need to see it become buyable so we know we can buy it
