Something wrong with the orders?

The sushi shop is locked for me by goal and yet I have four orders to deliver sushi rolls... Is this possible? How could I make sushi rolls without the shop? Someone please advise, I don't think this is should be happening....I'm on level 21.

The new recipes and sushi building unlocks after expanding to the Water Gardens. The Water Garden quest unlocks at level 38 but you can definitely expand there earlier than that if you'd like!
