What is the building in the middle? I am assuming Royal Hall, but if it is than what is the level?

Yeah that's the new level 11 royal hall. It unlocks level 11 barracks which has a new troop too

You know, if you tap on the building it WILL tell you what it is. Royal Keep Level 11. It's no longer called Royal Hall at that level.
