Goal table not showing up with quest still present

I have the quest where you have to buy 5 (?) of the Sweet Co. pink chairs and tables. The chairs show up, but the tables still show up as locked and it doesn't have a pre-requisite for it in the description like they normally do. Is this just a glitch or is there something I have to complete first?
