When I try this goal it only lets me visit neighbours. How can I complete this quest?

What happens when you open the quest description and click the button next to "Tell the neighboring Kingdoms!"? Does it open to your social page (just like menu->social)? That's how I remember it working. Then I would just click on the random kingdoms that popped up in the community section, not the neighbors section.
