I agree. I would use those gems for permanent items that you will be able to keep.
I would do wizard schools, mithril dragon, barracks then mermaid pond.

i already have the 2 wizard schools, dragon and barracks but i will maybe get the mermaid pond :)

The drops from the pots are so random, although fun (a lot of fun!), I'd take Kooky's advice and go for the pond since you have the other items.
