Why not just ban hackers after they are caught?

Why aren't hackers and *****s simply banned when caught. You did replace my crowns and loot. Which i am grateful for but i didnt receive crowns as if she had lost too me. Just got my crowns that were stolen. She is back in the top ten attacking again now so whats her actual punishment? Why was she not just simply banned from game? Would you rather risk the non *****ers get upset and leave the game?
