Downloading scenes

Hi! I've completed all of the cases so far, so I like going back and completing all of the scenes and getting the max amount of stars I can for each. But almost every single time I do, I get a pop-up that says the scene is downloading and it takes a few minutes to 'download,' even though nothing on the screen changes. I've gone into the scene before, completed the case, and already have a few stars for it. No matter which case I go into or scene I tap on to do, this comes up. Is that normal?
