Get 45 neighbours to expand?????

Why was this an option and when i added enough neighbours the option disappeared?

In order to expand with coins you need to meet level, neighbor, and coin requirements. You were past the level, and just now got enough neighbors. Now you can buy with coins once you get enough.

Add just one more neighbour. It happened to me too, since Stormie doesn't count for this. You need 45 human neughbours, and Stormie is a bot.
