You can communicate with other players by posting on their walls. When you are in their shop hit the wall button by their shop name and you can post a message.
You can read messages sent to you by hitting main button -profile- wall.

There is no option to communicate with players outside the game.

If you're asking how to block another player, there's not option for this currently. Please email support@teamlava.com with the Storm8 ID of the other player and a screen shot of any inappropriate comments.
