Social rating bug?

My social rating is going past the bar where it ends and is supposed to upgrade me to four busses for my social rating!! Hallp

To increase your social rating, you'll need to complete more social actions like visiting your neighbors and cleaning their City. If you continue doing social actions, your social rating will eventually reach four buses. :)

I notice I have the same problem. You must go past the max limit in order to progress to Social Rating 1, 2, 3 or, in your case, 4.
