Royal Defender Question, please help

I am not up to Royal Defender and two tasks are shown up
1) Construct a Ballista and
2) Rally 60 Stout Knight to Garrison Your wall.

No. 1 is simple to me however I have no idea what the 2nd one is although I have searched the forum. I would love to do some preparation if I can.

Kindly please tell me what it is if possible.

Go into the goal, press the ask button, select the neighbours you want to send the request to (20 a day). Hope that helps
