Dragon quest problem!

So I sent my Atlantis dragon on the eternal flame quest twice so I could craft the comet dragon and both times it didn't come with the eternal flame, instead it brought money or food why?

When doing these quests, you are not guaranteed the specific item. They are rare drops.
If you are lucky you will get the needed items quickly, but sometimes it may take a few quests.
