Neighbors and Expansions

I have been trying to get more neighbors so I can expand without having to pay coins or gems. But once I have the required amount of neighbors, the box with the expansion disappears. Do I have to buy the expansion with coins/gems, or is this a bug?

All expansions must be paid for using gems or coins. You also need a certain number of neighbours for each expansion to become available.
