Kingdom Inn and Reindeer Stable at level 5 for purchase in Market?

I'm confused, I heard from people that Kingdom Inn can be purchased at level 5 for 200 gems....isn't that the same price at level one when it first came out? What's going on????

I also want to know, if I buy one from market, is it level 1 or level 5?

When these came out with the goals they cost about $10000 but you had to do quests etc to level them up. It's you buy them now for 200 gems they're automatically levelled up.
