When sending dragons on quests are they supposed to do the quest you send them on or is it random?

I will send a dragon on a food quest for example, and it will come back with gold. Or send a dragon for gems and get food.

Is this how it is supposed to work or is it a bug?

This is how it works. The items shown for the quests (like the gold or a certain piece for a dragon) are rare drops, so you will not get that rare item every time you go out on a quest.
