What do those it mean create a value of 9 on a single candy

The little numbers that sometimes show up next to a candy indicate the value of the candy. So if you match a candy that has a 2 next to it, it will count as 2 candies collected.

The challenge is to make a candy that has a 9 next to it.

The candy values go up when you make matches next to them. You also get extra points added when your candy's in the path of a Sprinkle Cannon (have to clear jawbreakers on level 72 to clear space for that.) Sweet Spots (special spaces made with 4-candy matches) add a point to all of one of your target candies (the color matched over it, or one of your target candy colors if a non-target candy matched over it.) If you have an 8 on a candy, use your Super Sweet Boost (the one that regenerates each 12 hours) to add a point to all target candy colors.

You usually get the big number candies when lots of matching happens at once, like lots of candies falling in after a candy scoop (5-line match) is activated, or a sugar blast space (from a "T", "+", or "L"-shaped match.) The Gobbler's movement sometimes triggers higher points, too (when they move, they line up new matches near target candies...)
