Why does the forensics take gems? I've noticed that every time I wait for the time to pass then press finish, it takes gems from me. Is that supposed to happen?

No it should not take any gems, if you tap it after is it completed.
Next time take a screen shot of your game showing gem total when you start your forensics, then when it is finished, take a screenshot showing that it is finished plus the total amount of gems you have. Then collect the forensics, then take another screenshot showing you were charged gems.
