Cant expand train at lvl 25

The train still says need to he lvl 25, even now when I am lvl 25

You need to expand to the train station in the same way you expand your farming space. Tap a four-arrow expansion sign, then select the train station.

You will need to expand to the Train, and the expansion spot is under the Train platform. Once you tap to expand, you can later Repair the Train Station to get started!
