drinks producing less than advertised

I just made 9 sets of Orange Elixir and each of them only have 3199 on the counters. They are on counters that aren't accessable to my customers.

Why did this happen? I am supposed to get 3200 drinks. Is it a bug?

Seems like it doesn't matter where you place drinks. The customers can still access them.
