Managing neighbors

I want to ask someone if it's possible to manage neighbors some way: for instance I have some pending neighborhoods since a lot of time and I would like to cancel them. I also have lots of neighborhoods that I would like to cancel because they probably don't play anymore (they have a 0 rating and their bakeries are empty).
Can someone help me please?

No you cannot delete pending neighbors. That sucks, I know.

As for your second question... um, yes, you can delete neighbors already in your neighborhood. In the Neighborhood tab, right at the top, staring you right in the face... is an EDIT button. Click it. You will then be able to delete any neighbor you wish.
