Griselda not on board

I have gone through the many goals to get Griselda and she is still not showing up in my game. I'm almost done with the fashion goal and I have traveled to the Glimmergate and beaten her, closed the gate, and I have her house built, her carriage, mirror, and statue, but NO Griselda. I have deleted and hard booted my iPad also. Is there a goal or something I have missed?

You have to finish the Fashion Police goal (and possibly the goal after that, I can't remember)
