Why is it so hard to move habitats?

Why is it so hard, nearly impossible to move habitats from one island to the next. I keep forgetting to place my cursor on the target island. Is there some secret?

Hold down the habitat then drag you finger (habitat will not move) over to where you want to move it, then let go. Your habitat will then follow over.
