If someone doesn't tipped anyone for a long time, Does the rating down?

and if it down, how long does it down? (ex : 1 rate per 2 days) or anyway?

Yes. I have read on this forum that you have to tip atleast 30 people to keep your star rating from going down. More if you want it to go up.
