Shovels - How do I get them

I'm at level 24 and i need shovels ~ How do I get them, I haven't gotten any from deliveries, fishing, the store etc.
What am I missing????

You can always expand to junk pile if you didnt yet.
Or, u can buy forge! I think you have to be somewhere around lv 30. Im not so sure bc im just in lv 13.

Oh yea! Yoou need a shovel to dig up junk pile. So never mind!
