Train Station or Mine?

I've started expanding toward both, but I'm at a loss at which one to focus on. I've read a lot of negative things about both of them. The only other places I haven't expanded to are the second junk pile, the herd garden, and the beehive (I'm only level 26). Can anyone give me some advice?
