what's the difference between the axe and the shovel in the mine ?

I don't know why there are two ways of digging in the mine. Does one of the items give you a greater chance to have something ? For the moment I'm saving up my shovels to cleanup land.

I have not seen any difference.
I also save my shovels for clearing items.
