Familiar Dragon Value Pack Offer

Yesterday (Saturday) on my other account, iPhone, a 2 day value pack offer appeared for ?0.69 get 20 gold, 3000 food and the Familiar Dragon but the offer does not appear on this account, playing on an iPad.

I was hoping with the new day reset it may appear this morning but it didn't. Is this usual for offers to not appear on all IOS devices?

These types of deals go out to random accounts. It's very possible to have one on one account but not on another.
