Ok so there is only 2 reason you should not be able to perform a revenge.

1. The person has a shield
2. The person is online

So with this said what is this "the opponent cannot be attacked at the moment" mean? If they don't have a shield and are not online why can't they be attacked?

They are being attacked by another player...

Normally I get a message "this kingdom is currently under attack" when that happens. Perhaps it could mean someone is looking at them in the attack screen but hasn't started attacking them yet (and so you won't be able to revenge them until the other guy stops looking at their base in attacks). Just a guess.

yeah that one i forgot about but it still does not explain

Its been a week and the same message....... hmmmmmm
They are being attacked by another player...

Whenever I upgrade to a new version I can't get revenge on people for a while. maybe if only one person upgraded then it gets blocked? After a day or two I can get revenge again because other people had time to upgrade

This is correct, and probably the cause of your issues. In order to revenge a player, you must both be on the same version, due to possible discrepancies with cross-version attacks. Once both have upgraded to the most recent version, you should be able to revenge. :)
