Construction Gifts

Okay, I am level 73 and still don't know how to use the construction gifts in my gifts section? It always says contructions gifts not available.

They show up in My Gifts so you can see how many you have. A long time ago, they weren't displayed unless you were building an appliance, so it was very hard to know how many you had of each.

I still don't understand how to access them when I need them for a specific appliance?
