How can I unlock goal items?

I have never been able to unlock goal items (chairs, tables, ovens ect) even if the goals are current.
For example, I have bought the spider Halloween tables, and then it says I need to by the chairs. I click on "buy", it takes me to the item and an arrow points to it, but the item is always "shaded" and locked, and I can't buy it. I know that this goal isn't expired as it only came out a couple if days ago... Please help!

If you check the goal thread (http://forums.storm8.com/showthread.php?59381-Restaurant-Halloween-2013-Goals) you'll see that you need to complete some of the goals in order to unlock the items to progress in other goals. So to unlock the chairs you need to complete the costume contest goal.
