I just checked my iphone 5 and I got the new Halloween update.
Make sure you are on the regular bakery game and not an older version of the game.

I searched on the App Store on my iPhone but nothing there, it's to the latest update I just don't see halloween version when I typed in "bakery story halloween"

There is not a halloween app for IOS players. The new updates were pushed into the regular bakery game.
