Gifting Dilema

I am a daily player*and try every day, on 3 different devices (old phone, tablet and new phone), to gift gold to each of my neighbors (> 20 per device). Without fail, each and every time I send a gift I am told that all but 2 friends have received their maximum allowance for the day and therefore will not receive a gift from me. I want to know why!*

You can only gift 3 gold per day.... You can receive a max of 20 per day

Well that's just bologna! What is the point of having all these neighbors if I cannot send more than 3 per day? I have several friends who, basically, need all they can get.
Where can I find this "rule" at?

You got neighbours so you can talk with, visit and play with their dragons and you can ask for maps and stuff! What does bologna mean btw?
