damaged side shop and newsstand

why are some side shops and news stands damaged when i visit their farms? how does this happen? just curious

They haven't gotten to the level where they can repair it or haven't gotten the tools needed to repair it. Probably having trouble getting tools since those are pretty much non existent. I haven't gotten a tool in over a week, maybe 2.
