Habitats locked!!

At what level can you start getting new habitats again. I got locked out at about level 62. I am now at level 65 and still can't get any new habitats. I would like to try for some of the new dragons that just came out but if I got an egg I can't hatch it without a habitat to match. HELP

There are currently 53 habitat spots available. This thread (http://forums.storm8.com/showthread.php?38123-More-Habitats-Update-NOW-53!) is updated every time another one (or more) becomes available.
