Tips not going through to star rating?

I noticed that when I was tipping some of my neighbours, when I went to collect my tips my star rating didnt go up and it just stayed there. Sometimes it would go up but I found that it often stayed there which is quite annoying because I'm trying to get to 4 stars but if my star rating won't change then it would be impossible, thanks!

The bar moves REEEAAALLLY SLOOOWLY from 3 to 4, and the smaller your device, the harder it's going to be to actually see it move. Try tipping several people in a row without watching the bar, then look down at it and see if it's gone anywhere.

When I lose my 4 and have to work my way back up to it, I've noticed that sometimes I'll see it hitch its way forward, but sometimes not. I think it just takes a certain number of stars to make it jump forward each tiny little bit, and if you tip someone and the stars you get from that visit aren't enough to make that next little jump, you won't see it move at all that time. http://i41.tinypic.com/16beknq.jpg
