Shop Goals Do NOT Progress

I've had a lot of fun with this game but I'm frustrated. Two times I've written complaining that my shop goals don't progress and each time I've received scripted messages back stating that I need to turn off the game and then back on again; This is suppose to reboot the game but it doesn't work. Canine instincts has been stuck on the third dot for six weeks. Purebred has been stuck on the first dot for three weeks, and The Secret Formula has been completed six weeks ago, yet it's still there. I'd like to be able to continue getting my rewards but it's frustrating not being able to or being heard correctly.

Have you tried deleting and redownloading the game?
Sometimes this will clear these out when a force close of the game does not work.
You will not lose your game progress when you delete and redownload the game.
