I am not sure why but maybe someone can tell me, when I visit some neigbors I see that their Windmill, observatory and some other buildings does not move. Other neigbors again theirs are moving. Some neigbors tabernum is also completely blacked out, what is the reason to it?

When the building isn't animated it means that it is ready to be collected. When they collect from it it'll start moving again.

The tablet appears blacked out until the translators time has been crafted and used to unlock the tablet.
