Boardwalk Railings

I just had the Boardwalk goals pushed out to me, and I am not able to place boardwalk railings. I click on them in the design tab, and click on my floor to place them and they never place. I have cleared a VERY large area to place them and still nothing.
Any assistance?

They are a wall decoration, not floor ;)

Well that makes complete sense since they are in the wall decoration places. I feel goofy now. Thanks for the assistance guys! :)
