If you download it again on the same device then you will still have every thing (unless you formatted your device, not sure why that is). If you download it on another device then just send an email into storm8 with your storm ID, the games you played, & any other details you can think of (amount of gold etc you had). Let them know you want to transfer your I'd to the new device & if possible it will be done.
I had to do this not long ago as I formatted my tablet, & all up it took about 48 hours to be all done so not bad at all :)

No you don't. The game is saved on TL servers.
